                Report on the current status of ISOC chapters

1. Recent activities

     Many people have shown interest in forming chapters and we have received
a number of requests for information such as the ISOC guidelines and model 
charters. But actual chapter establishments are slow and few. The barriers
seem to be the preparation of charters, lack of volunteers and lack of local
funding or inability to meet our requirements (25 dues-paying ISOC members,
etc.). The ISOC headquarters are not of much help to chapters other than 
providing information.
     Since INET'95 held in June, we received inquiries from Hawaii, Argentina,
Ireland, France, Israel, Slovenia, Columbia, Basque(Spain), Germany, Senegal
and Quebec(Canada), but chapters have been established only in Hawaii and
Argentina.

2. Actions to be taken 

     To encourage actual chapter formation, we need to give more explicit 
responsibilities to the person in charge of chapter matters at ISOC. His/her
job function should include the following.

(1) Send out information on request.
(2) Maintain chapter information on the ISOC WWW Server.
(3) Distribute list of ISOC members residing in a chapter region to the
    chapter administrator upon request.
(4) Keep contacting chapters.
(5) Hold an annual chapters meeting at the time of an INET conference.

     Funding and local corporate membership are still remaining problems.
Currently, no funding is provided by ISOC and local corporate membership is 
not allowed.

6. Remaining problems

(1) Should all chapter members be due-paying members of ISOC?
     Current guideline requires the minimum of 25 dues-paying ISOC members.
     USA-SF wants to collect $85/year from each member, of which $35 will
     be passed to ISOC.
     
(2) Could a chapter have organizational members?
     Currently NO, but USA-SF, New Zealand, Germany and Spain want to have
     such members.
     
(3) Should ISOC provide financial support to chapters?
     Currently NO. But usually it is difficult for a chapter to collect
     local dues from its members on top of $35 ISOC annual dues.
